1998 Diplomatic cable published by Wikileaks reveals three years before the events of 9/11, the US government received intelligence about a Terrorist Threat from Usama Bin Laden. This intelligence was later shared with New York. The cable was created by Madeline Albright. Madeline Albright was the United States Secretary Of State from January 23, 1997 to January 20, 2001. She served under then President Bill Clinton. The subject of the cable was, approach to EU on Taliban support for Usama Bin Laden. Although the most common spelling is Taliban, in the cable Taliban is spelled Taleban. Further information, history, biography, of the Taliban can be found here. After the September 11, 2001 Terrorist attacks against the US, in New York and Washington DC, the Taliban were overthrown by Operation Enduring Freedom also known as the Afghanistan War.
1998, the US was concerned with a so called Fatwa issued by Terrorist Usama Bin Laden. A Fatwa is a Islamic religious ruling, a scholarly opinion on a matter of Islamic law. This so-called Fatwa issued by Usama Bin Laden called called on all Muslims to kill Americans. Albright then states in the cable, “We have raised this issue with the Taliban both in Kabul and in New York (United Nation)” Albright further states, “We are confident EU members share this concern“. “We believe there is merit in the Taliban realizing this concern is not limited to the U.S.” Posts are requested to draw from the talking points and convey them to the appropriate host countries a.s.a.p.
Brief Documentary On Evidence Against Usama Bin Laden And The Taliban:
In 1996 Bin Laden left Sudan an made his headquarters in Afghanistan. The Taliban assumed host to Terrorist Usama Bin Laden via consolidating control of southern Afghanistan. The Taliban pledge to shut down camps but would soon renege on this pledge. At this time, the Taliban also took control of a number of Terrorist training camps. The U.S. also wanted the Taliban to expel Bin Laden. The Taliban would not co-operate with the U.S. in their demands to expel Bin Laden but instead stated they would “Control” Bin Laden. U.S. officials wanted action taken by the Taliban against Bin Laden for his self styled Fatwa urging Muslims to attack U.S. interests, including civilians, and the interests of countries allied with the U.S. Taliban Officials refused demands from the U.S. against Bin Laden. Terrorist training camps continued to operate in Taliban controlled areas. Operation of these camps are as follows: Free passage to Islamic Extremists is allowed to a from these facilities via Taleban facilitation. In 1997, Bin Laden visited camps near Knowst in eastern Afghanistan. During Bin Laden’s visit to these camps, he issued public anti-U.S. statements. These statements were a warning that Bin Laden would not stop hsi struggles until he had expelled all Americans from Saudi Arabia. The U.S. had evidence that senior Taliban Leaders were in close contact with Usama Bin Laden. The evidence presented itself in Bin Laden’s financing of a large residential compound adjacent to the provincial Governor’s house in Qandahar in 1997. As long as Bin laden is a quest in Qandahar, the Taliban must share responsibility for his inflammatory remarks and Terrorist actions.
SUMMARY:
This Diplomatic cable proves that the US government received intelligence on a Terrorist threat by Usama Bin Laden. According to Albright, this issue/intelligence was later shared with New York (United Nations) when she stated “We have raised this issue with the Taliban both in Kabul and in New York“. According to the diplomatic cable, Usama Bin Laden was labeled a Terrorist back in 1998. Evidence provided by the cable states that the U.S. government were aware of the Terrorist camps in Afghanistan and the Taliban support of those camps. This cable was created March 3, 1998. August 7, 1998 hundreds of people were killed in simultaneous truck bomb attacks at the United States embassies in East African Capitals of Dar es Salaam, Tanzania, and Nairobi, Kenya. This event became known as the 1998 United States Embassies Bombings. Usam Bin Laden then became officially listed as a Terrorist. This was Usama Bin Ladens first attack against the U.S. The United Nations and U.S. government had 5 months prior awareness of possible attacks on Americans and U.S. interest, yet the bombings of the U.S. Embassies could not be prevented even with early intelligence. Three years of prior knowledge about the Taliban, Usama Bin Laden, and threats of Terrorism against Americans. September 11, 2001, Bin Laden’s agenda was carried out against the U.S. Again 3 years prior knowledge of possible attacks against Americans and U.S. interests. 9/11 could not be prevented. Is there sufficient evidence that the U.S. could have prevented 9/11 and the 1998 U.S. Embassy bombings? Hopefully this diplomatic cable will help answer that question.
In summary, I think we can all agree that there is sufficient evidence provided via this cable that 9/11 and the 1998 U.S. Embassy bombings could have been prevented if it were not for U.S. and U.N. failure, neglect, mis-handling of pre-9/11 intelligence.

1979 Bin Laden helped organize the “Afghan Arabs,” young Islamists recruited throughout the Middle East to fight Soviet occupation forces in Afghanistan.
He returned to Saudi Arabia a hero, but his support for Iraq during the Gulf War brought him into conflict with the Saudi government and royal family.
He moved his four wives and family to Sudan.
1995 OBL was stripped of SA citizenship for advocating the overthrow of the regime.
Like the U.S., the Saudi government regards Bin Laden as a threat to its national security. He objected to U.S. military forces’ use of Saudi territory during the 1991 Persian Gulf War and called for the Saudi government’s overthrow.

June 1998, Prince Turki bin Faisal met Muhammed Omar in Kandahar.
The prince said they sought either Bin Laden’s ouster from Afghan territory or his custody for trial in Saudi Arabia for advocating the government’s overthrow.
Taliban supreme leader Mullah Mohammed Omar and his ruling council agreed to end the sanctuary Bin Laden has enjoyed in Afghanistan since 1996.
But the surrender would have to be carefully orchestrated so that it “would not reflect badly on the Taliban” and would not appear to be “mistreating a friend,” according to Turki.
“We made it plain that if they want to have good relations with the kingdom of Saudi Arabia , they have to get Bin Laden out of Afghanistan,” Turki recalled.

US and Saudis said OBL had contact with bombers just before attacks, believed him to be the architect.
Aug 20, 1998 US attacks remote camps in Afghanistan with swarms of cruise missiles that Washington said were used by Bin Laden to train terrorists.

Those negotiations ended amid a flurry of recriminations in the aftermath of the bombings.
The Taliban’s representative in New York, Abdul Hakeem Mujahid, while acknowledging that the issue has badly strained relations with Saudi Arabia, said there was never an agreement to turn over Bin Laden. Instead, he said, the Taliban’s understanding was that the Saudis wanted Bin Laden confined in Afghanistan.
Nov 6, 1998 Saudi Arabia’s Interior Minister Prince Nayef bin Abdul Aziz, in a rare newspaper interview, is reported to have told the Arab Times that the Kingdom believed that Bin Laden was not acting against its interests and was, therefore, not concerned with his activities.

A federal grand jury in New York has since indicted Bin Laden on murder and conspiracy charges for allegedly directing the embassy attacks. The indictment also links Bin Laden to deadly attacks on U.S. military personnel in Saudi Arabia and Somalia.

It is not so much a revelation, but it is proof by the US government. Madeline Albright stated in the cable the issue was brought up with New York. Thus New York had advance knowledge of the threat by bin laden.Again this proof comes directly from the US government.
Yes – Clinton was chasing Osama and trying to kill him – had a taskforce meeting daily, reporting to Bill. On the transition to GW Bush, Clark – the head of the task force kept scream to Bush that Osama was the number one threat and must be watched – only to be ignored. Other Agencies tried to get past the hate of anything Clinton and auto-rejection of Clinton advice (sounds like the Obama staff doesn’t it) and issued no fly warnings because of the “Osama planning to use plans in terror attack” info that were getting in June and July. In the first week of August the CIA interrupted the GW Bush vacation with a briefing going into detail on the threat Osama was and the intel being received. Cheney then planned meetings on how to get Iraq taken down, but the meeting on Osama was delayed to the middle of Sept.
And of course 9/11 then happened.

It’s utterly obvious that the sentence you highlighted in boldface and red type and on which you based the misleading title to this post can only be read as follows: “WE [i.e., the US government] HAVE RAISED THIS ISSUE [i.e., bin Laden's 'self-styled fatwa' referenced in the immediately preceding sentence] WITH THE TALEBAN [i.e, the USG expressed its concern to the Taliban regarding bin Laden's statements] BOTH IN KABUL AND IN NEW YORK [i.e., through whatever diplomatic channels were in place for communicating with the Taliban in Afghanistan and at the United Nations].”

Note that I’d be surprised if the Clinton administration did not clue local governments in high-risk locales of the terror threat from Al Qaeda. The CIA had a “bin Laden station” since at least 1996, per Michael Scheuer, who headed the bin Laden tracking effort.
The cable you’re getting all lubricated about says absolutely nothing about any warning to New York authorities about the terror threat from Al Qaeda, but neither would this have been at all extraordinary if it had.
The US didn’t regard the Taliban as terrorists at the time.
They were then called freedom fighters and they had an embassy in NY and other places. They were harboring Bin Laden, and through the power of association they were labeled as such later.
The so called Terrorist training camps that the Taliban took over, it doesn’t say who they belonged to.

There was some misunderstandings between Al Turki and the Taliban, and it’s entirely possible that Al Turki was trying to hide OBL with the Taliban, like was done in Pakistan.
The black and white, unilateralist brinkmanship in Madelline Albright’s cable which lacked nuance or context of issues facing Afghanistans people (famine, they were saved by OBL’s money) and the same attitude by bush led to the war on Afganistan and perhaps 9/11 attacks, assuming OBL was involved with the planning or funding.
These are just other peoples narratives and putting “terrorist” in front of someones name is political. It’s conviction before the so called analysis.
Bush/Cheney weren’t interested in pursuing them because they didn’t lead to iraq.
Instead they blamed Clinton because that’s what they did. Played partisan games. They said he should have killed OBL in afganistan, but a Saudi prince was visiting and Clinton Administration decided his death would be unacceptable.
Both Clinton and Bush were invested in protecting the Saudi Royal family.
If they were really interested in shutting down camps in Afpak they should stop the funding which was and still is provided by Royal family. Both parties Ignore reality by coddling these creeps, but the Saudis play the partisan game too, against the Shia.

The Neocons real objective was Iraq. That was the plan from the beginning according to Wesley Clark, four days after 9/11. He said they planned to take out 7 countries:
Iraq, Syria, Lebanon, Libya, Somalia, Sudan, then Iran

Before the Afganistan war against the USSR, the US, Saudis, Pakistan Generals were allied for the same cause, against communism. The fundamentalist sunnis didn’t want the godless commies coming into Afganistan, and the commies apparently didn’t do anything to relieve the human suffering.
In 1977 General Zia al-Haq overthrew the Pakistan Government. He arrested president Zulfikar Ali Bhutto and he was hanged after appearing before a kangaroo court. Zia al Haq then began his program of islamization of society.
in Dec 1979 Russia was in Afghanistan, and Pakistan, USA, Saudi Arabia were all there running an “Islamic Jihad” against the Communists.
