Nice words. A *proposal* if you will.
That will have to survive the Republics, the House Democrats, the Senate Club, the backroom deals to buy off the major banks (even though they have rejected these clients and will not lend to them), a few dozen lobbyist groups, and a couple of sweatheart deals to get Republic votes (that will never materilize even though the deals stand).
But, hell yes, it sounds like a terrific earmark vehicle.
