Of course, since a chair has arms, legs, a seat, and a back, it is perfectly understandable that when placed at the head of a table, there would appear no logical reason why a chair cannot also be gagged.
But just out of curiosity, how the hell does one gag a chair?

Why is Waffle House mentioned at all? It’s a great franchise chain. A few years ago my sister and I stopped at one in Columbia SC, and it occurred to me that I wanted one of their plastic menu place mats to frame and display like a poster. I asked the server if I could buy one. She said “No, you can have it” and smiled kindly even though I didn’t hide my Yankee accent.
Lexi Thompson eats at the local Waffle House if there’s one near a LPGA Tour stop.
Have to say, I read it the same way from the title!
