It seems that every week, we’re hearing about another outrageous example of Private Military Contractors, especially Blackwater, (or Xe, as they now call themselves). Last week we were shocked to hear about allegations of how Blackwater billed the government for prostitution. Two weeks ago The Nation highlighted the heartbreaking story of Blackwater’s youngest victim, a 9 year old who was shot by Blackwater guards. He was one of 17 victims that day in Nisour square.
As of mid-2009, the United States employed over 22,000 hired guns in Iraq and Afghanistan. And that number keeps going up. Our reliance on private, for-profit companies for the business of waging war is extremely dangerous. It’s time we move to eliminate the use of these unaccountable and controversial mercenaries, and I ask you to join me as a citizen co-sponsor of legislation that I have just re-introduced, the Stop Outsourcing Our Security Act.
The Stop Outsourcing Security Act, which will be introduced in the Senate by Vermont’s Bernie Sanders, recognizes that the U.S. needs to end its reliance on private security contractors, and it would prohibit the use of private contractors for military, security, law enforcement, intelligence, and armed rescue functions. It would also increase transparency over any remaining contracts by increasing reporting requirements and Congressional oversight.
I’m launching an online campaign to gather citizen-co-sponsors for this legislation that has just been introduced on Capitol Hill. I need your help to restore those functions traditionally performed by the military, back to the military where they belong.
I know that many of you have been highlighting the abuses of military contractors for years. My bill would reform privatization and bring an end to the practice. I’ve asked my colleagues to join me as sponsors but I know that this is a practice we all want stopped. Will you join me as citizen co-sponsor of the legislation?

Will it be possible to hold up the multimillion dollar Xe (pronounced Blackwater, as Jeremy Scahill said on Rachel Maddow’s show) Afghanistan police training contract? Apparently the other contractors have dropped out of the bidding, leaving only Xe. We really can’t afford to have these criminals conducting any training on behalf of the USA. Anywhere.
I favor ending the use of contractors both as private mercenaries but also for functions that the military should be doing for itself. I also favor getting out of Iraq and Afghanistan this year and reducing the Pentagon’s budget for JSOC, goldplated weapons programs, and hundreds of overseas bases.

Actually, Chris, I didn’t notice how the bill is any kind of a jobs program
or provides any increased opportunities in the armed services.
I was looking to see if that was the case, but I failed to find any links to the bill in Rep. Schakowsky’s post or on the site to which she did link.
I’m all for losing the mercenaries ASAP, but I would like to know how the Rep. plans on replacing them, particularly as she’s writing titles citing security.
Who are the House Reps and Senator’s backing Blackwater it would help us help you Jan if we had a list. Who votes the most for Blackwater to get money, avoid prosecution, speaks in their defense etc?
Who are Blackwater’s Congress people and Senator’s? Give us a target we can aim at.
What special skills do they have the army doesn’t have or can’t get? Any idiot can fire on civilians and make the locals hate us.
Looking from that perspective we can’t afford to keep Blackwater. We can’t win a war like this without winning the locals Hearts and Minds there is no scenario where we win Hearts and Minds with Blackwater on our side.
I think this war is already lost we lost it when we tortured people. We lost when Blackwater opened fire and killed all those civilians.

Why are we fighting this war Ossama is in Pakistan? Afghanistan would fall if we left? Why do we care they have no oil. They have given their economy no chance of building an atomic bomb for centuries.

It’s real easy to throw out a public relations campaign against Blackwater (how could it not be?) but if Schakowsky wants to call for signatures and donations, it might be real nice to know what she is actually advocating before signing up or paying up.
I get you now the money for the Mercs was already approved as part of the military budget. Obama can easily as Commander and Chief order more troops to replace the Mercs. It won’t be politically popular but yes it can be done.

Hmmm. I seem to be recalling a history lesson about the Roman Empire becoming over extended in protecting its expanding borders by hiring mercenaries. It would be fiscally responsible, imho, to fire the mercenaries.
Yes replace these with 217,000 regular GI’s because then the numbers of dead will be publicized instead of hidden. More American military deserve the chance to die for their country, instead of Americans that get paid more.

If we keep outsourcing the manufacture of weapon components vital to our military, there may come a day when we’re unable to start a war.
Come to think of it…maybe that’s not an altogether bad idea.
I had a chat with Darrell Issa on a constituent conference call about this very subject about two years ago. My main issue is that we’re losing good military folks to the mercenary forces. We train them using public money, and as soon as they’re really good, they go to the mercenary forces because they’re paid about four times as much.
I also worry that the mercenaries have enough strength (on taxpayer dollars) that they could actually stop Americans if there were a major revolt.

Blackwater/XE has, from what I’ve read, more than 100K between Iraq and Af/Pak?
And as far as ending outsource contracting, why limit it to GUNS only, if that was your intent?
Why not include all the support services provided by outsources contracting?
Many of the support services are armed to the teeth, as bodyguards, if not in the line of active battle.

Yes, exactly which politicians are supporting these “contractors”?
I sort of assume that funding for them gets tucked into large bills in the wee hours by staffers but somebody has to know who is supporting funding for these mercenaries.
It’s unwise for the United States to even allow private corporate armies to exist, let alone having our government fund them.

In a short phrase, most of the ones that matter in the process. There is too much to be gained at the Congressional level. Any concentration of wealth leads to lobbying, which leads to a sense that this particular method of concentrating wealth is inevitable and good for the country. In this case, the people who run these contractors get wealthy, and they are politically attuned enough to make an effort to gain the support of the required congresspeople.
I’m with macaquerman on this one. I support the idea of reducing contractors in the DoD, particularly in areas where the vital functioning of the service depends on the military being able to do those jobs on its own. What I don’t see are any specifics. In the face of health care bills that don’t fix health care, and jobs bills that don’t provide jobs, I see no reason not to be skeptical.
