thanks sporkovat. unfortunately jason did reply the next day when kip asked again. i say unfortunately because the reply was a rude refusal to respond with any kind of informative answer. anyway, if you’re interested, here’s the link to jason’s reply when kip asked a second time (and my response).

i’m still hoping for a substantive reply to at least one of my questions though, as jason did say he would get back to me with the actual language from the bill that he claimed supported his position. if i was indeed wrong (i don’t think so, but who knows. i’ve been wrong plenty of time in the past), i’d certainly like to know it.
