John Boehner isn’t quite sure if he’s flipping or flopping these days. After initially saying taxpayers should be on the hook for costs associated with BP’s mess, Boehner quickly walked it back, blaming the curious gaffe on a misunderstanding. Going a step further this morning on ABC, Boehner actually endorsed the idea of lifting the liability cap and holding BP fully accountable:
“Well, Steny, guess what: I agree wholeheartedly with you,” Boehner said. “The American people want this oil leak stopped now. They want to know what happened. They want the Gulf cleaned up. And they want it all done now,” the minority leader said. “I just think that BP ought to be held responsible for all of the costs that are involved in this.” Boehner explained he wanted to change to current law so that BP would be responsible not just for the cost of cleanup but also for more economic damages than current law allows. “I think lifting the liability cap on BP and for this spill is appropriate.” Host Jake Tapper asked, “so lift it entirely for BP?” “Absolutely,” Boehner replied. “They should be held responsible for every dime of this cost.”
Steve Benen rightly notes that — with the Minority Leader’s endorsement — legislation to lift the liability cap should be approved overwhelmingly, effectively taking the issue off the table as a campaign issue. But should is the key word here. I wouldn’t be surprised if BP still has some Republican friends in Congress willing to look out for the British company’s financial well-being. And indeed, when the Senate tried to take this up three weeks ago, Senator Inhofe used several procedural maneuvers to block the legislation without a vote. Other Republican ideas have included raising the liability cap somewhat, but tying it to the company’s recent profits in order to preserve a limit.
While Boehner was caught in a tight spot and appears to have come around on the issue in an attempt to deflect the inconsistency of his position, I’m don’t think many other Republicans will come along quite so easily. If I’m right, Democrats would be wise to absolutely hammer them for it.
As oil continues to gush into the Gulf all summer, the public’s approval of BP and support for offshore drilling will both likely continue to tank. If I were advising Senate Democrats I’d tell them to bundle some common sense energy efficiency measures and clean energy investments with a package of oil industry regulations and accountability policies. Call it the Big Oil Accountability Act. Debate the bill on the floor of the Senate in July and make Republicans choose between BP’s profits and energy independence before leaving for August recess. Include a collection of provisions that would collectively save us more oil than we currently produce by drilling off our coasts. Provisions like vastly expanding high-speed passenger and freight rail, subsidizing innovative transit solutions in cities and suburbs and mandating vastly increased vehicle fuel efficiency. But I’m not advising Senate Democrats, so we’ll see how this plays out.
Update — Greg Sargent makes the point well:
But Boehner did flatly endorse holding BP responsible for "every dime," putting him generally in the right place on the issue. His announcement amounts to a tacit acknowledgment that public rage at BP, and the public’s desire that lawmakers hold the company accountable, have left Republicans little maneuvering room. In other words, the insistence on holding BP fully accountable is, and will continue to be, a very potent political issue for Dems.

It can’t be done.
I’m not sure what is worse–a Republican that openly supports oil companies, or a Democrat that secretly supports oil companies. At least the mugger is open about the crime. Its time for a lot of corporate representatives to MoveOn.
I’m with you, keep up the pressure. This is how we win things.
John Boehner is the Agent Orange of U.S. politics.
Establishment politicians and candidates who support the status quo and choose to thwart the will of the majority of Americans will find themselves in a political ‘no man’s land.’
Democrats can no longer claim that the Republicans are the sole supporters of ‘big business.’ Wall Street has this administration in it’s breast pocket.
I also find laughable that Dems are lamely trying to discredit ‘small government’ advocates because we want to see a more timely and vigorous response to this FERDERAL disaster.
Americans are smart enough to know there’s a big difference between how the government reacts in a major disaster, versus how it encroaches on their liberty more and more, by taxing them into serfdom or taking away their freedom to make choices concerning their lives.
Haven’t you heard that you’re a nasty Yank if you call BP British? It’s supposed to be a secret. Loose lips sink pensions!
I’d say he is closer to Kryptonite but he does have that Orange look to him making that an apt analogy.
It is difficult for those who rail against regulation to claim this disaster is the fault of the government.
It is interesting that there has been (AFAIK) no discussion about how the responsibility would be different if the government had nationalized oil.
How is this sort of “accident” handled by countries that have national oil production? The US Govt does not have the equipment to deal with what is going on underwater as it has never been the job of the government to produce the product.
Under current conditions what should have been done would be to enact and enforce regulation, inspection, and keep an eye on production, as we do have some interest in ascertaining the quantity of production for royalties.
I agree that the situation provides compelling opportunities to drive the political dialog, but the current regime does bear responsibility for its failures regarding regulation/enforcement/oversight.
Government response to the disaster is not unlike what happens when private prison contractors have a break out or some other situation that requires the government to act. Theoretically, the government would stay out of their business. But when a riot, loss of life, breakout or other such problem occurs, then the state has to step in. This is never a factor in awarding contracts, and it usually takes some tragedy before the lack of foresight is revealed.
Yeah, he talks a good game on television but when it comes time to vote, BONER will figure out some reason to vote against it or more likely try to insert a poison pill. Unfortunately the blue
douchesdogs will assist him in that.Of course! We all know that the B means “BEYOND”, though in this case “beyond” seems to mean something different than what my dictionary says.
I swear that’s what Boner uses for his Bronzed look…! ;-)
We’re the regulators that de-regulate
We’re the animators that de-animate
We’re the propagators of all genocide
Burning through the world’s resources, then we turn and hide
Cool, in denial
We’re the cruel regulators smoking

I am writing to request that FDL continue to cover the health care situation. People are still dying, going bankrupt and being shoved around by the same health care industry we were denied emancipation from. These companies are still making enormous profits and all the crimes and indifference by the bought off government reps is still going on. The new policies are starting to show up on the fringes for people looking for help. They have done nothing but cut off more people and are installing a program that is much less than regular health care costs but covers so little that it is useless and pocket draining at the same time.

Dr. Flowers, part of the Single Payer movement, spoke in front of the White House today. On Sunday morning, June 13, 2010, Dr. Margaret Flowers was one of the speakers at a rally “to prevent the corporate takeover of America.” It was held in Lafayette Park, opposite the White House. She is associated with Physicians for a National Health Program, check out for more information: http://www.pnhp.org/ Dr. Flowers champions a Single Payer, Medicare for All Health care system. She underscored: “Health care is a fundamental right!” The event was sponsored by the Network of Spiritual Progressives (NSP). Dr. Flowers was introduced by Rabbi Michael Lerner.
It through the complete and utter complicity of the media that terrible bills like the health care get no coverage after signed. The media completely goes along with the taught policy of no longer covering topics that the powers that be have decided to show no attention to. The White House may call the bill done, but this is a non bill and a sham. People will not be saved and the American public will be strung along for another few decades while millions die and suffer.
We must continue to demand that America gets real health care and show this sham bill for what it is. Everywhere people are dying just like before and the bill as it is will cover little. I know that Wa state’s version includes monthly premiums, $500 deductible, high copays. and covers the second two thirds of hospital visits and major tests. This will cost the poor thousands and thousands a year that they don’t have and effectively keep people from seeking help because of the deductibles and high co pays. It is the devil’s work in my opinion. We need to expose this bill and the current practice of doing very little for many many years for what it is. A big stall and blow off and a bail out to the health care industry.
FDL may not have figured it out yet but this health care bill will force people to pay while everything is put into place to make people have to avoid care. It is so corrupt that I would leave this county in a second if I could. We have no real health care reform and HP has quit covering the tragedies and the people working for real change still.
Wake up people !! The only thing Boehner is doing is protecting his corporate
FRIENDS! If they raise the cap to an extremely high number, say 100 Billion,
then BP will go bankrupt and reorganize. Then we get stuck with the whole bill. Boehner is not being a nice guy. He’s being a ***********Republican!!!
Divorcing a hotty like oil (energy content 42 MJ/kg) is always tough. Just ask the car industry, whose marriage to oil lasted longer than Al & Tipper Gore’s — even if the US stopped being the world’s top oil exporter already back in the 1950s.
Of course, oil is the world’s biggest business, legal or otherwise, so it could be a size thing for the Republicans. On the other hand, they, if anyone, understand extramarital fucking.
I read somewhere else that if there’s no cap, BP could declare bankruptcy and that would then pass the burden of clean up, etc., back to taxpayers. With Republicans, you rarely see them do the right thing (and the Democrats are catching up/sliding down with them).
So he’s throwing BP under the bus in favor of the rest of the industry? Or only BP, for only this spill?
