I wonder why they think that Republicans haven’t considered abolishing the filibuster rules outright the moment they get into power, but OK.
It’s because all a minority party need to do is never agree to unanimous consent. Every bill brought to the floor would need to be read; every action would require a roll call vote, and so on.
Why do you think Frist didn’t pull the trigger on the ‘nuclear option’ when the GOP had the majority in 2005?

This is just one more reason that reforming the Senate cloture requirement to a simple majority would be poison. Any four of the Democrats in Warner’s group could break ranks and join the Republicans in advancing cuts to social safety net programs.
