i’m not sure what you mean to be saying, but
– medicare spent a TOTAL of $502 billion in 2009, which paid for health care for more than 40 million people
– medicaid spent a TOTAL of $394 billion in 2009, which paid for health care for about another 40-50 million people

yes, some of that money was spent on ‘waste, fraud, and abuse’ but most of it went to pay for medical care for the elderly and the disabled, our two most expensive groups healthcare-wise.
