In many places these diesel back up generators and battery banks are located underground. This would have isolated these power sources from tsunami waves. The electrical switches were also located in basements that were flooded, which makes connecting up portable sources impossible or difficult. Walker is the modern day Machiavellian Prince. From Wiki: “the hereditary prince must carefully maintain the socio-political institutions to which the people are accustomed; whereas a new prince has the more difficult task in ruling, since he must first stabilize his new-found power in order to build an enduring political structure. That requires the prince being concerned with reputation but also being willing to act immorally. As a political scientist, Machiavelli emphasises the occasional need for the methodical exercise of brute force, deceit, and so on.”
Perhaps this is why the prank call goes so far in undermining one source of Walker’s modern day political authority (his so called “reputation”). He’s already shown his willingness to use brute force, and act immorally.
