By constitutional, I mean to say that it’s specifically provided for in the state constitution, and cannot be overridden by a vote in the legislature.

I think in Michigan the police and firefighters have a constitutional provision protecting their right to bargain, so it was not possible for the legislature to repeal that with a mere law like the one they used to take away the other public employees’ rights. Perhaps someone else can verify this?

I’m certainly intrigued, but since I already have an iPad, I can’t see switching and spending all that money over again. It’ll take some time for Windows 8 to develop much of an “ecosystem.”

the media have abandoned their quest for truth and replaced it with a quest for “balance”
Oh how I know this to be true! We have a local millage election underway to support public transportation. The local newspaper published a series of questions/issues/statements, and alongside each one, instead of telling us how truthy the point was, gave us a “supporters claim” but “opponents say” list. I have no better idea now than I did before reading the article.

I think you are being far too generous in saying that earmarks account for about 1% of the federal budget. It may be more like 1/1000 of 1%. (Or I could be going too far the other way?)
