One good thing California has going for it is they decided to build an active purchaser exchange. The state actually tries to get a good deal for people instead of just a website listing options.
Not only did Congress refuse to mandate that as part of the law but Obama refuse to use it for the 33 federally run exchanges. He choose to create subpar exchanges where he had the power

Not saying whites will not vote for black people but there is an issue of probability. A state like Vermont where only 1 percent is African Americans is very unlikely to elect an African American senator simply because there is almost no possible candidates.
