I’m glad I’ve been reading Gravity’s Rainbow again. It provides good practice for reading that first paragraph. Not that the writing is comparable. You really need to cut back on the run-on sentences.

The problem with Panetta’s solution is the determination to leave the investigation of these crimes “within the chain of command.” One of the reasons these crimes have been swept under the carpet so far, while putting labels on the victims and leaving the perps anonymous, is because the chain of command doesn’t want to know about it.
Anyone who’s ever been in the service knows that if there’s a problem, the last person you go to with it is the CO or XO. They have their own ideas of what’s going on in their units and no one is going to burst their bubble. The senior NCO, perhaps the sergeant-major or whoever is filling the Top role is there for damage control, make sure the unit’s rep isn’t tarnished. The immediate supervisor, the NCO responsible for the fitness report of whomever the female is making the complaint, might very well be the perp hiding behind his authority secure in the knowledge that absolutely nothing is going to be done about the allegations.
As much as I hate the role of the JAG in the Gitmo fiasco, I think there should be a separate unit designated to handle sex crimes like major PDs around the country have done. Hopefully this unit would be removed from the chain of command and would report to higher levels that report directly to the JCS instead of to battalion or division level commands. -

Ever since Reconstruction, the south has been afraid of angry blacks attacking white communities and sexually assaulting the women. Maybe if there wasn’t a feeling that they really do have something to apologize for this crazy paranoia would go away.
I’m a 61 year old retired white guy and I wish before I die poor and working class blacks and whites can unite as a class and kick some teabagger, neoconfederate ass from Virginia all the way through the old confederacy. Enough of this counter-productive divide and conquer bullshit.
