not so fast my friend. flat does not mean neutral. the flat tax proposal does what it proposes to do….provide a FLAT, not neutral tax rate. bottom line. we would ALL benefit from a true flat tax rate which means the existing I.R.S. tax codes would be replaced with a single line item tax rate.
