If the Democrats wanted to confirm him (and ALL nominees) and/or pass legislation they could end the filibuster tomorrow if they wanted to.
I still do not see how Congress could end the filibuster either, unless you mean by passing the so called nuclear option (changing Senate rules on filibusters). Is that what you meant?

Let ‘em rant ’till they drop, then vote.
Under modern Senate rules, they don’t have to give speeches. TPM had a good explainer on this a few years ago, but I can’t find the link. I think this is a good alternative summary. Also, I’m pretty sure the President can’t force a recess.
