This, especially. There are places where trains or buses won’t ever make sense. The people who live or work in those places will end up paying more because the car companies don’t want to have to figure out ways to make cars better, or cleaner.

I’m not sure if you aren’t reading too much into Brown’s involvement. Massachusetts already requires insurance for every resident, so having to set up a whole new department would be kind of a waste. If we can keep the existing department(s), and only have to make sure that they’re meeting certain standards, why not do so?
