He says he wanted to say “forcible rape”, which is kind of a legal distinction that exists. The other kind of rape is statutory rape which can be consensual on the face of it (for example a teacher sleeping with a student), but still classified as rape because the victims are deemed to young and/or immature to give informed consent.
