Inouye was very much a supporter of the military. In my opinion, he did there bidding back in 2009 when it was his amendment that stripped the funding for closing Guantanamo from a supplemental appropriations bill.
There was more, too, including the collaboration of Inouye’s Chief of Staff, Patrick De Leon, in a secret program at Gitmo on “deception detection.” Furthermore, according to a former top member of the Ameican Psychological Assn, Inouye’s office was key in pushing through interrogation policies for DoD.
