And, as it turns out, we saw it in the Battle for Seattle in 1999, the RNC protests of 2008, and the G-20 protests of 2009. According to a 2010 report from the National Lawyers Guild that examined those three events, most if not all of the violence therein was committed by either the cops or people working against or otherwise hostile to the goals of the protesters.
Here’s how the report described the 1999 WTO protests in Seattle (emphases mine):
To the extent that law enforcement tactics are based on a foundation of avoiding “the failures of Seattle,” such tactics are inherently flawed and miss the point—the mass violations of law in Seattle were carried out by the police. Finding that police in Seattle acted inappropriately, the Report of the WTO Accountability Review Committee
of the Seattle City Council emphasized that: “[T]his city became the laboratory for how American cities will address mass protests. In many ways, it became a vivid demonstration of what not to do.”4 The report goes on to say:Members of the public, including demonstrators, were victims of ill-conceived and sometimes pointless police actions to “clear the streets….Our inquiry found troubling examples of seemingly gratuitous assaults on citizens, including use of less-lethal weapons like tear gas, pepper gas, rubber bullets, and ‘beanbag guns,’ by officers who seemed motivated more by anger or fear than professional law enforcement.”5
The National Lawyers Guild observed such gratuitous assaults by police and on December 6, 1999 wrote to Mayor Paul Schell that police misconduct was largely responsible for the lack of control in Seattle.6 The letter cited (1) indiscriminate use of excessive force against hundreds of peaceful protesters, including pain compliance holds, the use of pepper spray, tear gas and concussion grenades, the firing of rubber bullets, and (2) detention of protesters without access to counsel, in violation of the Sixth Amendment, and without prompt processing for bail. The letter stated that police treatment of protesters ignited the response from the few individuals who engaged in property destruction. As long as law enforcement continues to perpetuate negative stereotypes of lawless “anarchists” bent on wreaking mass havoc at large demonstrations, absent credible intelligence and evidence, we can expect police to direct wholesale assaults at individuals engaging in First Amendment protected activities.
Were there any lessons learned? Well, there was one: Keep the establishment press in your corner and you can (almost literally) get away with murder. Since the establishment media dutifully followed the police-dictated framing of the G-7 protests, that’s how they’ve been inscribed in history. And because of that, the forces of reaction felt emboldened to be even bigger jerks in 2008 in Saint Paul (where, for instance, the only folks talking about Molotov cocktails were the cops and the confidential informants, both of which groups were later shown to be fabricating evidence) and 2009 in Pittsburgh.
That’s why spreading the word about the AmSpec infiltrator is so important. It’s what we need to finally break through the establishment press’ slavish adherence to the “lefty protesters bad” meme.

First he does not believe in our cause so since reason fail to convince he pretends to be a protester and breaks the law to discredit us. This shows he knows his side’s arguments are weak.
Second he seems to like being ruffed up by authority figures nobody sane likes an ass kicking or pepper spray spray in the face. I’m guessing pain in his kink.
It’s nice when the cops understand the message and realize they are part of the 99% too, as posted elsewhere. Hopefully most PD’s will not be used/manipulated like the NYPD.

Who was using the ear gas, pepper gas, rubber bullets, and ‘beanbag guns,’ except professional law enforcement. Were there private cops at the Seattle Protests?

I think that all OWCers should have a picture of Patrick Howley on picket sign. On the backside they could have a big red arrow. If some people suspect somebody is starting trouble they can flip their signs to point at that person. All the cameras could then start clicking away. Think of the awesome pics. These would be front page worthy. Catching a scumbag. No violence. Maybe a “Scumbag Chant”. So all the arrows would point to the Agent ProvoceTard©

I spent some time talking with the Oathkeepers who showed up at Occupy LA. They believe that it is the duty of all sworn peace officers and military personnel (which they are) to uphold the Constitution, NOT blindly follow orders. They are pretty intense and dedicated to the civil liberties of all who exercise their Constitutional rights and say learning and following the Constitution is key, and following one’s oath to uphold the Constitution means not “busting heads” in a peaceful protest just because you are told to. They are kinda gnarly.
This is not new. Groups and movements have always been infiltrated by people who’re hostile towards them, in order to make legitimate movements look bad.

Important post, Phoenix woman, thanks. It happened in Albuquerque this weekend also. Local news affiliates are posting the photo of the heavily bearded man arrested on Saturday for doing the same thing that Howley did in several establishments along the route of the peaceful march (plus spitting). This can just be termed ‘doing a Howley’ from now on I think. Especially memorable the effort involved in DC getting it all down in print so we couldn’t miss it, but the spitting was quite creative also.
It is bad enough what the police did in 2008 at the RNC and what they did in Hempstead to Sgt. Nick Morgan when he and the IVAWs tried to present questions to the Presidential Candidates’ Debate participants. Obama is like Nixon IMHO. He talks ‘nice’ but lets his dogs loose on protesters.

The provocateurs need to have their own “face page” so that we can ‘see’ them coming. One saboteur used accusations of “violence” to smear group members and to make them distrustful of each other’s intentions. So and so is a ‘violent’ person pretty much burned bridges for that individual. Another strategy used on our group was one individual who insisted on getting ‘in the face’ of police and later taking upon himself to go representing the group to an elected representative without consulting the group he claimed to represent. Thus, creating a distrust between the elected rep and the group. Nice people.these.are.
Look up the time MLK was wisked away from a march because some were breaking windows behind him. The news stated “he left by car because he was appraid”.
In the end, it was proven that J.Edgar Hoover from the FBI paid Black youths money to break those windows in the store fronts at the end of the marchers.
It was also on the mind of Gov. Walker from the “infamous telephone call” from one of the Koch Brothers.

I was a Street Medic during the 2008 RNC in St Paul. I can absolutely testify to your central point. That the violence came from the police and from infiltrators and police provoacateurs.
I saw it over and over. Police firing rubber bullets, mace, tear gas, flash bang grenades etc etc at protesters who were invariably chanting “This is a peaceful protest.”
Not well known is the infamous Macy Window breaking event. At Macy’s in St Paul, two black clad and masked “protesters” sprang out from behind police lines, smashed windows annd then sped away. To another police line.
Corporate media covered the window breaking over and over. Not a mention of the allegations of witnesses who spoke of this.
