I think he’s overestimating because of the density. Overhead shots, except where the marchers massed suggests low density…perhaps because of instruction? From side angle shots or even shots made from an angle from a building top this would produce an inflation effect. But the overhead shots from directly above and some of the close up crowd shots suggest low densities (certainly not person/5-6 ft^2 which is actually about maximum for a march given stride length…anything less and people would be tripping on each other).
