Psychologists for Social Responsibility (PsySR), a non-profit organization of psychologists committed to social change and social justice, has written a letter to Secretary of Defense Robert Gates, protesting “the needless brutality of the conditions to which 23-year-old PFC Bradley Manning is being subjected” at the Marine Corps brig at Quantico, Virginia. He has been accused of unauthorized access to classified material, some of which he allegedly downloaded to his computer, as well as other computer and security-related charges.
It is widely speculated that these charges relate to materials turned over to the Wikileaks website, including a video of an Apache helicopter attack civilians in Baghdad, the Iraq War logs, and thousands of State Department diplomatic cables. The military charge sheet accuses Manning of “wrongfully introducing more than 50 classified United States Department of State cables onto his personal computer, a non-secure information system.” It also alleges he downloaded a Powerpoint presentation, and “a classified video of a military operation filmed at or near Baghdad, Iraq, on or about 12 July 2007.”
Manning was held for approximately three weeks at Camp Arifjan in Kuwait before being transferred to Quantico, where he has remained in solitary confinement since late last July. In an article last month, I reported on PFC Manning’s current psychological state, as best as I could determine from speaking to David House, who had just visited him, and on the deleterious effects of solitary confinement in general. PsySR’s letter speaks at length also about the harsh conditions of solitary, and notes “no such putative risk can justify keeping someone not convicted of a crime in conditions likely to cause serious harm to his mental health.”
Isolation is truly a form of torture, and one often practiced in the so-called civilized world. A vicious form of solitary confinement known as “Special Administrative Measures” or SAMs were imposed by the Bush Administration Department of Justice on Syed Fahad Hashmi, and renewed by Attorney General Holder under President Obama. The SAMs meant Hashmi was kept in 23-hour lockdown and isolation before trial for three long years.
While it is used to break and control prisoners in America’s Supermax prisons, when used on accused prisoners, such as the detainees at Guantanamo, it can be used to “exploit” the prisoner. Such “exploitation” is a key component of torture programs, as the torture regime seeks not just information, but ways to manipulate prisoners for political benefit, or for use by intelligence agencies. Recently, Wikileaks’ Julian Assange told Sir David Frost on Frost’s interview program that airs on English AlJazeera that he believes the tortuous conditions of Manning’s solitary confinement are meant to force Manning to implicate him in supposed crimes against the American government. Assange has repeatedly said he does not know if Manning leaked the material to Wikileaks or not, but noted in an interview with Cenk Uygur at MSNBC last month:
If we are to believe the allegations, then this man acted for political reasons. He is a political prisoner in the United States. He has not gone to trial. He’s been a political prisoner without trial in the United States for some six or seven months. That’s a serious business. Human rights organizations should be investigating the conditions under which he is held and is there really due process there?
If there is one aspect of Manning’s situation I wish PsySR had emphasized more, it concerns the use of bogus Prevention of Injury (POI) orders to justify some of the conditions of Manning’s imprisonment, including use of a rough, heavy “suicide blanket,” limitations on time out of his cell, waking him in the night to “check” on him, as well as “checking” on him every five minutes or so during the day to ask if he is alright, even though he is under 24-hr. video surveillance. In addition, he is not allowed any personal items in his cell. He is not allowed to exercise in his cell, either. While it supposedly is aimed at protection against suicidal self-harm, the POI orders amount to psychological harassment and cruel treatment. Rather than “protecting” PFC Manning, the orders assist in breaking him down psychologically.
The POI orders are supposedly in place due to an assessment made by military mental health professionals. But reportedly a military psychiatrist found Manning not to be suicidal, and it’s unclear why he remains under POI orders. Quantico Public Affairs Officer Lt. Brian Villiard told Dennis Leahy at A World Without Borders last week that “a board that meets ‘frequently’ to reassess the [POI] situation.”
What follows is the text of the PsySR letter. PsySR is not affiliated with the larger American Psychological Assocation (APA). Neither APA nor the American Psychiatric Association has apparently made any statement on Manning’s onerous conditions of confinement.
PsySR Open Letter on PFC Bradley Manning’s Solitary Confinement

Psychologists for Social Responsibility (PsySR) is deeply concerned about the conditions under which PFC Bradley Manning is being held at the Quantico Marine Corps Base in Virginia. It has been reported and verified by his attorney that PFC Manning has been held in solitary confinement since July of 2010. He reportedly is held in his cell for approximately 23 hours a day, a cell approximately six feet wide and twelve feet in length, with a bed, a drinking fountain, and a toilet. For no discernible reason other than punishment, he is forbidden from exercising in his cell and is provided minimal access to exercise outside his cell. Further, despite having virtually nothing to do, he is forbidden to sleep during the day and often has his sleep at night disrupted.
As an organization of psychologists and other mental health professionals, PsySR is aware that solitary confinement can have severely deleterious effects on the psychological well-being of those subjected to it. We therefore call for a revision in the conditions of PFC Manning’s incarceration while he awaits trial, based on the exhaustive documentation and research that have determined that solitary confinement is, at the very least, a form of cruel, unusual and inhumane treatment in violation of U.S. law.
In the majority opinion of the U.S. Supreme Court case Medley, Petitioner, 134 U.S. 1690 (1890), U.S. Supreme Court Justice Samuel Freeman Miller wrote, “A considerable number of the prisoners fell, after even a short confinement, into a semi-fatuous condition, from which it was next to impossible to arouse them, and others became violently insane; others still, committed suicide; while those who stood the ordeal better were not generally reformed, and in most cases did not recover sufficient mental activity to be of any subsequent service to the community.” Scientific investigations since 1890 have confirmed in troubling detail the irreversible physiological changes in brain functioning from the trauma of solitary confinement.
As expressed by Dr. Craig Haney, a psychologist and expert in the assessment of institutional environments, “Empirical research on solitary and supermax-like confinement has consistently and unequivocally documented the harmful consequences of living in these kinds of environments . . . Evidence of these negative psychological effects comes from personal accounts, descriptive studies, and systematic research on solitary and supermax-type confinement, conducted over a period of four decades, by researchers from several different continents who had diverse backgrounds and a wide range of professional expertise… [D]irect studies of prison isolation have documented an extremely broad range of harmful psychological reactions. These effects include increases in the following potentially damaging symptoms and problematic behaviors: negative attitudes and affect, insomnia, anxiety, panic, withdrawal, hypersensitivity, ruminations, cognitive dysfunction, hallucinations, loss of control, irritability, aggression, and rage, paranoia, hopelessness, lethargy, depression, a sense of impending emotional breakdown, self-mutilation, and suicidal ideation and behavior” (pp. 130-131, references removed).
Dr. Haney concludes, “To summarize, there is not a single published study of solitary or supermax-like confinement in which non-voluntary confinement lasting for longer than 10 days where participants were unable to terminate their isolation at will that failed to result in negative psychological effects” (p. 132).
We are aware that prison spokesperson First Lieutenant Brian Villiard has told AFP that Manning is considered a “maximum confinement detainee,” as he is considered a national security risk. But no such putative risk can justify keeping someone not convicted of a crime in conditions likely to cause serious harm to his mental health. Further, history suggests that solitary confinement, rather than being a rational response to a risk, is more often used as a punishment for someone who is considered to be a member of a despised or “dangerous” group. In any case, PFC Manning has not been convicted of a crime and, under our system of justice, is at this point presumed to be innocent.
The conditions of isolation to which PFC Manning, as well as many other U.S. prisoners are subjected, are sufficiently harsh as to have aroused international concern. The most recent report of the UN Committee against Torture included in its Conclusions and Recommendations for the United States the following article 36:
“The Committee remains concerned about the extremely harsh regime imposed on detainees in “supermaximum prisons”. The Committee is concerned about the prolonged isolation periods detainees are subjected to, the effect such treatment has on their mental health, and that its purpose may be retribution, in which case it would constitute cruel, inhuman or degrading treatment or punishment (art. 16).
The State party should review the regime imposed on detainees in “supermaximum prisons”, in particular the practice of prolonged isolation.” (Emphasis in original.)
In addition to the needless brutality of the conditions to which PFC Manning is being subjected, PsySR is concerned that the coercive nature of these conditions — along with their serious psychological effects such as depression, paranoia, or hopelessness — may undermine his ability to meaningfully cooperate with his defense, undermining his right to a fair trial. Coercive conditions of detention also increase the likelihood of the prisoner “cooperating” in order to improve those circumstances, even to the extent of giving false testimony. Thus, such harsh conditions are counter to the interests of justice.
Given the nature and effects of the solitary confinement to which PFC Manning is being subjected, Mr. Secretary, Psychologists for Social Responsibility calls upon you to rectify the inhumane, harmful, and counterproductive treatment of PFC Bradley Manning immediately.

The conditions of Manning’s detention would appear to violate the UCMJ Article 13 restrictions on pre-trial punishment, which reads:
“No person, while being held for trial, may be subjected to punishment or penalty other than arrest or confinement upon the charges pending against him, nor shall the arrest or confinement imposed upon him be any more rigorous than the circumstances required to insure his presence, but he may be subjected to minor punishment during that period for infractions of discipline.”
Does anyone know if Manning’s lawyers have pursued this avenue?
I think it’s pretty obvious why he’s still under a POI order, not that anyone can prove that.

As a victim of the UCMJ I’m here to tell you that they only follow it’s letter when it suits them to and they have a whole team of military lawyers who do nothing but think of ways around some of the sections of the UCMJ that is inconvenient for them. Hence the POI order in which they can
punishtorture him while claiming to be protecting him.I know that Mr. Obama has no interest in the emails that are sent to his White House website. However, I’d love to see people continue to sent emails anyway and would advocate for a defined time for all to send emails. I’d love to crash the site with the words of outraged citizens sending a strong message that we will not be complicit in this cruel punishment of someone whom the government refuses to even charge with a crime. Obama shames himself…..and us.
Recommended. I would like to see Michael Moore get involved in support for Manning, as Moore has done in terms of financial support for Assange’s legal defense. It would be helpful for more media attention, such as it is, even from MSNBC about this. I agree also about sending emails to the WhiteHouse. We can only do so much but better than doing nothing.

One element this post highlights is the rarity with which professional orgs have challenged any of the govt illegal and inhumane actions. Some of the usual suspects have been at it on the legal front, but not the ABA. Major psych assns were completely MIA on torture (oh, they discussed it, but kept out of the headlines). American Economic Assn has been MIA on economic policy. AMA MIA, pretty much, on HCR. Etc. The U.S. system failure has been much more widely distributed than just the USG.
The fact that an American citizen be publically treated this way for seven months by his own government without being charged with a crime is an indictment of Obama’s incompetence as President of the United States. Obama took an oath to uphold the laws of our country; he has now become a fraud.

The way the military is treating Bradley Manning, it’s pretty obvious that they have no intention of giving him a fair trial. If they were planning to adjudicate his case properly they would realize that reducing him to a psychologically impaired condition would not be helpful to their prosecutorial efforts. And the same thing applies if they intend to get Manning to testify against Assange. His testimony would be far less valuable if he is a damaged individual.
I believe we would have heard if he were taken off. The story by Dennis Leahy, linked in the article above, was dated 12/23, and he was still on POI then.
As others have suggested above, the POI are obviously being used as a means of punishment, and though I hadn’t realized it, as a way to get around USMJ Article 13.
According to this article at the UK Guardian last July, Moore was campaigning to get Manning freed.
Well, there are local associations, and there are the national associations, which rarely speak out on individual cases. The American Psychological Association did somewhat half-way come out against James Mitchell in the fight over his licensure in Texas, but nothing has been heard from them on this. The American Psychiatric Association, likewise, nothing. And the AMA… well, you get the idea.
Excellent points. What we have in America is a near-total failure of civil society to address the reactionary backlash following 9/11 in any meaningful way.
Reducing Manning to a psychologically impaired condition is exactly what they think will be helpful to their prosecutorial efforts. True, his testimony could be challenged because of psychological torture and/or cruel, inhumane treatment. But recent judicial decisions and practice have made that much harder. The U.S. took a turn some years ago now to allow torture to take place, and then find pettifogging ways to get around it in court.
There will be some repercussions politically and socially for this, even if I truly don’t know what they will be. But you don’t go this far down the path to evil and not get your karmic comeuppance. And I’m not just talking about Manning here, which is but one instance among thousands the U.S. has often with even more vigor tortured, both domestically, and with greater gusto, abroad.
Oh, I think Obama is very competent at following his orders.

There are many different conditions which lead to a degraded sense of self and sanity and isolation is one of the most corrosive. I hope that the guards watching Bradley realize that this could happen to them and bend the rules for him when the screws are not watching!

I think the role of the independent professional has been completely lost in this country. Where was the American Planning Association during the housing bubble (witnessing hundreds of thousands of acres of farmland plowed under for the now-foreclosed mcmansions? Why? The Marine Corps Quantico Base (MCQB) has a written military order for Suicide Awareness and Intervention that applies to “Marines, Soldiers and their family members” and “the Marine Corps Reserve stationed at MCBQ”, but the enclosure heading refers to “Active Duty Servicemembers”.
It is not clear whether or not Army Pfc. Manning (active duty; not discharged) is covered by this or maybe some other written military order regarding suicide watch. In this written order, there is one mention of the word “watch” regarding potentially suicidal servicemembers, but no explicit mention of the phrases “suicide watch”, “Prevention of Injury” or “POI”.
The results of a Google search for “Prevention of Injury”, in the first ten pages of returns, pertained only to Pfc. Bradley Manning. It appears that the POI watch may have been improvised specifically for him. Elsewhere, it is suggested that POI watch is a low level form of suicide watch.
The written order for Suicide Awareness and Intervention (see Attachment Number Two appended below) contains several items that might be used by the military authorities to justify solitary confinement and other allegedly torturous treatment and confinement conditions. The logic of causation indicates that the direction of causality may be both ways: (1) torturous treatment and confinement cause (2) psychological symptoms, or vice versa, or both.
In addition, the psychiatric observations of Pfc. Manning are confidential and not public information. Maybe not even Manning’s lawyer has seen the confidential psychiatric evaluation reports.
The Marine Corps Quantico Base (MCQB) written military order for Suicide Awareness and Intervention is a six-page document consisting of a one-page Order and a five-page Standard Operating Procedure (SOP) enclosure (Adobe PDF). It can be found online at the following address, and excerpts are appended below. It was the first webpage returned on December 30, 2010, in a Google search for the phrase “Quantico Marine Base suicide watch”. It is appended below as Attachment Number 2.

Reportedly Michael Moore early donated $5,000 to the Bradley Manning Defense Trust Fund, administered by Manning’s civilian lawyer, David Coombs. Of course, Lincoln defined a “saboteur” as virtually anyone who disagreed with his politics and policies and subsequently ordered the military to arrest literally tens of thousands of Northern political opponents, including dozens of opposition newspaper editors.

The situation for Manning is deplorable and should be a final blow for even the most delusional Obama denier. Judge him by his actions and not his words–he is a torturer. His phone call would end this horrible crime.
Pfc. Manning: Maximum Custody and POI Watch
No primary source document can be found for the term “Prevention of Injury” or “POI”, but the Quantico Marine Corps Base military officials reportedly claim that Pfc. Bradley Manning is in solitary confinement under POI watch at the confinement facility for pre-trial detention.

The Army is assembling a special board to evaluate the mental state of Pfc. Bradley Manning.
Lt. Col. Robert Manning, an Army spokesman, said Monday that no further legal proceedings will happen until Pfc. Manning is evaluated by what is called a “706 board” and a recommendation is made on his fitness to stand trial.
Col. Manning said Pfc. Manning is not on a suicide watch. “The classification is ‘maximum custody detainee under constant observation,’” he said. “But he has not been on suicide watch.”
Prison spokesman First Lieutenant Brian Villiard said that Manning was placed under maximum security because he is considered as a risk to national security. Villiard said: “Maximum custody detainees include those whose escape would cause concern of a threat to life, property or national security… What I will tell you is that he is not treated any differently than any other maximum confinement detainee.”
Edit: How can Pfc. Manning be a threat to national security if he has no access to the Internet? Prevention of Injury watch or POI watch appears to be merely another name for suicide watch, or a name for a low-level suicide watch. If so, it is disingenuous for the military authorities to claim that Pfc. has not been on “suicide watch.” It has been reported that recently the Quantico Detention Facility has put Pfc. Manning on a medication regimen for “anti-depressants”. It might be argued that Pfc. Manning was not clinically depressed and in need of anti-depressant medications until he had been kept in needlessly torturous conditions and treatment.

Supermax Security Level: As the name implies, the custody level goes beyond Maximum by segregating the “worst of the worst” criminals and terrorists who pose a threat to national security. These inmates have individual cells and are kept in lockdown for 23 hours per day. Meals are served through “chuck holes” in the cell door, and each inmate is permitted out of their cell for one hour of exercise per day, alone. They are permitted no contact with other inmates and are under constant surveillance via closed-circuit television cameras.
Maximum Security Level: A custody level in which both design and construction as well as inmate classification reflect the need to provide maximum external and internal control and supervision of inmates primarily through the use of high security perimeters and extensive use of internal physical barriers and check points. Inmates accorded this status present serious escape risks or pose serious threats to themselves, to other inmates, to staff, or the orderly running of the institution. Supervision of inmates is direct and constant.
Thanks for doing this research. The use of psychiatric diagnoses for what is really political imprisonment is something I thought only occurred in Stalinist countries. But that is obviously not the case. That also points to the importance of psychological or professional groups, such as PsySR, not being silent and speaking out.
